What dofollow backlinks are
Every link on the web is dofollow unless the page says otherwise. A site can add rel="nofollow" to a link, or the newer sponsored and ugc values, to tell search engines not to treat it as an endorsement. A dofollow backlink is simply a link to your site without any of those.
That is why dofollow backlinks are the ones SEOs buy: they are the links that are allowed to pass ranking signal. How much a particular one passes depends on the page and site it sits on, which is the part the attribute can't tell you.
Dofollow links vs nofollow: why a natural profile has both
Search engines treat nofollow as a hint rather than a hard rule, and a nofollow link from a relevant, busy page still brings visitors and context. A link profile with no nofollow links at all is unusual, because real sites collect both.
So this pack doesn't pretend nofollow links are worthless. It is for sites whose profile leans heavily nofollow, such as one built on social profiles and forum signatures, and that need links able to pass signal on top.

Dofollow packs are often sold by the domain's authority score. That score describes the whole domain, not the page carrying your link, so a new page on a high-authority domain inherits the name but not the page-level strength.
