What edu and gov backlinks actually are
A .edu or .gov domain belongs to an institution, so search engines have long treated it as a trusted part of the web. Most of those institutions also run sections the public can write on: student and alumni profiles, event and community pages, open course and resource pages, and forums.
That is where edu and gov backlinks sold as a package come from. Nobody at the university chose to link to you; a public page on their domain carries your link. Gov links in a natural link profile
